Gentoo has make_desktop_entry() and validate_desktop_entries() in eutils.eclass - see e.g. gentoo.kems.net/gentoo-x8...

That's more for adding desktop entries to packages that don't have them, though.

I know no URL where this is explained, but on .desktop files for Ubuntu comments should start with a verb.
