Of course, no one is going to force using transifex. That doesn't happen in Fedora either. However running a instance of transifex is a decision that the distribution makes which is specifically what I was talking about. Seems there has long been interest from folks without progress

Rahul: err, when I say that it'll be decided by the community, it's because it's up to the community, really. Translators won't be forced to use a tool that they don't want, for example... (but I certainly hope they'll want the new transifex). Why do you think it's not working like this?

Andre, sorry. I don't understand the reference. Vincent, Community is rather abstract in this context. Some specific people from Novell are making the decision. You might want to suggest this to them.

Rahul: I'd like openSUSE to use transifex, but the only plans I'm aware of are mine, and I'm not the one who will decide -- it'll be decided by the openSUSE community.
